Costs of Incarcerating Youth with Mental Illness

One of the products of ongoing collaboration between the Chief Probation Officers of California (CPOC) and the California Mental Health Directors Association (CMHDA), this study's purpose is to inform public policy development by analyzing costs and contexts related to incarcerating youth with mental illness and co-occurring mental illness/substance use disorders in California detention facilities. Information obtained from this study will serve to advocate for better services in order to prevent the inappropriate criminalization of youth who would be better served in mental health treatment settings, to improve services to youth who must be separated from the community, and to ensure continuity of mental health care upon re-entry of such youth to their communities.

Juvenile Court Statistics 2005
Office of Juvenile Justice and Delinquency Prevention - Describes delinquency cases handled between 1985 and 2005 and petitioned status offense cases handled between 1995 and 2005 by U.S. courts with juvenile jurisdiction. Courts with juvenile jurisdiction may handle a variety of matters, including child abuse and neglect, traffic violations, child support, and adoptions. This Report, the 77th report in the Juvenile Court Statistics series, focuses on cases involving juveniles charged with law violations (delinquency or status offenses). The data used in the analyses were contributed to the National Juvenile Court Data Archive by more than 2,100 courts with jurisdiction over 80% of the juvenile population in 2005.

Mental Health Court Guidelines
The Marin County, CA Mental Health Court guidelines were created in 2004 to guide the mental health court process. The mission of a mental health court is to preserve community safety, reduce recidivism and encourage mentally ill offenders to build more successful lives for themselves through the application of well-informed judicial supervision. The guidelines are provided to assist other communities with the establishment of similar court models.
